Meerut Founders’ Desk Targets Youth Enterprise
Meerut Founders’ Desk will guide first-time youth entrepreneurs through registration, scheme eligibility and bank loan applications.

MLC Dharmendra Bhardwaj has announced a Meerut Founders’ Desk to help first-time youth entrepreneurs progress from registration to bank loan applications. The initiative is the centrepiece of a five-point Youth Employment Compact involving the MSME Department, Lead Bank and other named authorities. It will offer guidance on DPIIT startup recognition, Udyam registration and state and central scheme eligibility. The compact also calls for quarterly loan melas, employment reporting, apprenticeships and action on the planned Partapur township.
A Named Channel For Founders
The Founders’ Desk will hold monthly office hours with practising chartered accountants and bankers, allowing entrepreneurs to prepare project reports and loan files before approaching a bank. Support will be available in Hindi and Urdu, while a public log will record enquiries and outcomes.
MLC Dharmendra Bhardwaj said:
“Meerut’s young people already have the instinct to build. What they lack is a first door to knock on. The Founders’ Desk is that door.”
The desk also plans to link founders with Meerut-born professionals working across India as mentors and early customers.
Dharmendra Bhardwaj said:
“The Founders’ Desk is a commitment of method, not a building: a named channel, a published calendar and a public log.”
Loans And Employment Measures
The compact asks the MSME Department and Lead Bank to hold quarterly loan melas with named bank officers and publish application, sanction, processing-time and rejection figures. It identifies sports goods, sports technology, agri-inputs and direct-to-consumer brands as proposed priorities.
It also seeks a district placement dashboard from the UP Skill Development Mission, reporting enrolments, certifications, placements and six-month employment outcomes. Courses would be mapped to vacancies in quality control, export documentation, tooling, packaging and logistics within Meerut’s sports-goods cluster.
Dharmendra Bhardwaj said:
“A certificate that does not become a salary is a wall poster.”
Local Priorities And Deadlines
Brahmpuri and Indira Nagar are listed as the first areas for the Founders’ Desk, while Phoolbagh and Nehru Nagar are prioritised for loan-mela and placement demands. The old city, including Khairnagar, Ghatghar, Budhana Gate and Sohrab Gate, is identified for small MUDRA Shishu loans.
The compact calls for a cluster jobs register and apprenticeship registry within 90 days, a placement dashboard by the next academic year, and immediate movement on the Partapur township land file. Responses to the demands will be published after they are raised in the Legislative Council, official correspondence and district review meetings.
MLC Dharmendra Bhardwaj said:
“We will not measure this compact in trainings held. We will measure it in sanction letters, appointment letters and first salaries drawn in Meerut.”
