Uttar Pradesh Advances GCC Agenda at Zinnov Confluence
Uttar Pradesh GCC growth agenda took centre stage at Zinnov Confluence 2026, bringing enterprise requirements into direct dialogue.

The Government of Uttar Pradesh brought its Global Capability Center growth agenda to Zinnov Confluence 2026, convening global enterprise leaders for a closed-door discussion on expansion requirements. The roundtable focused on talent, technology, infrastructure, innovation and execution speed, as the state seeks a larger share of India’s next wave of GCC establishments. Arvind Kumar, GCC Head at Invest UP, presided over the session, which examined capabilities that could move to Uttar Pradesh and the constraints affecting location decisions. The discussion covered opportunities across Noida, Greater Noida, Lucknow, Varanasi, Agra, Prayagraj and Bundelkhand.
Enterprise Requirements in Focus
The roundtable, titled ‘The GCC Opportunity in Uttar Pradesh: Talent, Technology, and What’s Next’, was built around the question: ‘Why Uttar Pradesh for Your Next GCC Expansion?’ Participating GCC leaders were invited to identify the capabilities they could potentially establish in the state, alongside the government actions that could influence those decisions.
The session also included Harsh Kumar, GCC Sector Expert at Invest UP’s EY Team, and Ram Mushini, Associate Director at Deloitte, who contributed perspectives on the state’s GCC proposition and enterprise location considerations.

These conversations give us a clearer view of what industry needs from government and where targeted action can make a difference as Uttar Pradesh strengthens its GCC ecosystem,”
Capability Led Location Decisions
Uttar Pradesh’s pitch is centred on an expanding technology ecosystem and multiple urban centres as enterprises look beyond traditional hubs. The engagement placed enterprise requirements directly before policymakers, shifting the conversation from broad advantages towards the conditions needed to support specific expansion mandates.

The Zinnov Confluence 2026 engagement created a direct channel between Uttar Pradesh’s policymakers and enterprises shaping the next phase of GCC expansion in India. It positioned the state’s GCC agenda around practical requirements for talent, technology and delivery, while giving enterprise leaders an opportunity to set out the factors influencing their location choices.
